Backflow Prevention & Testing in Sacramento

Sacramento Backflow Testing Requirements

A cross-connection links a potable water line to a non-potable source. Reverse flow through that connection can allow contaminants to enter the public water supply, which is why Sacramento’s Cross-Connection Control Program oversees compliance for private backflow devices.

The City of Sacramento requires applicable prevention assemblies to be tested annually by a certified backflow tester. The responsible water purveyor determines the requirements based on the connection, property system, hazard level, and applicable water program.

What Happens During a Backflow Test

A backflow test checks whether the assembly’s protective components meet applicable performance requirements. The tester needs safe access to the device and test ports, along with the ability to operate the related shutoff valves. Before the appointment, property owners should clear obstructions and identify known access or shutoff issues.

Testing generally involves:

• Assembly access: The device and its test ports must be reachable.
• Valve operation: The related shutoff valves must be available for the procedure.
• Test results: The findings indicate whether the assembly meets the applicable requirements.
• Documentation: Results and correction records may need to follow the water purveyor’s submission process.

If an Assembly Doesn’t Pass

An unsuccessful result may call for cleaning, repair, replacement, or retesting by an appropriately qualified provider. The required response depends on the failed component, the assembly’s condition, and the water purveyor’s rules. Keep copies of the result and any corrective-work records.

Systems That May Need Backflow Protection

Backflow protection may be required wherever a plumbing connection creates a route between potable water and another substance or water source. Commercial properties often have more complex connections, but homeowners may also receive testing requirements for irrigation and other protected systems.

Common systems and connections include:

• Irrigation systems: Fertilizers, treatment chemicals, or non-potable water can create a cross-connection risk.
• Fire protection systems: Dedicated fire lines may require an approved assembly and periodic testing.
• Boilers: Pressurized equipment can create backpressure within connected plumbing.
• Food-service plumbing: Commercial equipment and processing connections may require specific protection.
• Multi-tenant properties: Shared plumbing systems and varied uses can create additional compliance responsibilities.

The required assembly depends on the connection and assessed hazard. Review your water purveyor’s notice before arranging service because it may identify the device, deadline, and required testing process.

The Importance of Professional Backflow Certification

Servicing or bypassing backflow assemblies without certified expertise violates California plumbing codes and introduces serious health hazards into potable water systems. Standard plumbing shutoff valves or basic check fittings lack the mechanical precision required to stop high-volume reverse siphonage or sudden backpressure spikes.

Unqualified attempts to repair pressure-reducing assemblies often strip delicate brass test cocks, damage internal diaphragm seals, or cause unexpected water line shutoffs. Furthermore, municipal water authorities strictly require test results submitted electronically by certified, registered testers; self-performed testing or uncertified reports are rejected, resulting in fines or service disconnections.

Certified backflow technicians possess specialized training to operate calibrated test kits, accurately measure check valve hold-pressures, and rebuild internal check modules.

FAQs About Backflow Prevention & Testing in Sacramento

Why is annual backflow testing mandatory in Sacramento?

Title 17 of the California Code of Regulations and local codes mandate annual testing to ensure backflow check valves function correctly, preventing non-potable irrigation water or chemicals from entering public drinking lines.

What happens if a backflow assembly fails its annual test?

If a device fails, California law requires immediate repair or replacement by a certified tester, followed by a retest and electronic submission of passing results within 30 days.

How long does a standard backflow test take?

A standard backflow assembly test takes approximately 15 to 30 minutes per unit, requiring a brief water shutoff of 5 to 10 minutes to test internal check pressures.

Do I need to submit the backflow test results to the county myself?

No. Our certified technicians complete the required testing and submit official pass/fail reports directly to Sacramento County EMD or your specific water district electronically.
